And we’re Freeing Our People by addressing the harm caused by over-policing and incarceration. We’re working to eliminate arrest quotas, reduce incarceration, expand violence interruption programs, and end technical parole violations that send people back to prison for minor infractions. Safety should mean opportunity and stability, not cycles of punishment.
Eliminate Quotas in Police Departments
For years, communities of color have experienced disproportionate stops, summonses, and low-level arrests tied to enforcement quotas rather than public safety. When departments are incentivized by numbers, trust erodes and over-policing increases in working-class neighborhoods.
We will eliminate arrest and summons quotas statewide and refocus public safety on real harm reduction instead of ticket counts.
End Slave Wages for Incarcerated Individuals
Incarcerated workers in New York can earn as little as cents per hour, despite generating labor that supports state operations. Meanwhile, families often bear the financial burden of phone calls, commissary, and reentry costs.
We will mandate fair wages for incarcerated workers to reduce financial exploitation and relieve the economic pressure placed on their families.
Eliminate Technical Violations as Grounds for Re-incarceration
In New York, people on parole can be re-incarcerated for technical violations such as missing appointments or minor curfew infractions, even when no new crime has occurred. These policies contribute to revolving-door incarceration and destabilize families.
We will end technical violations as automatic grounds for re-incarceration and shift toward community-based accountability and support.
Establish a Bronx Reentry Office
Returning citizens often face housing denial, employment barriers, and limited access to mental health and addiction services. Without coordinated support, reentry becomes another obstacle instead of a pathway forward.
We will establish a Bronx-based Reentry Support Office that provides case management, legal assistance, job placement connections, and service navigation to stabilize returning residents.
Increase Violence Intervention Nonprofit Presence
Community-based violence interruption programs have shown measurable reductions in shootings when properly funded and embedded locally. Yet many of these programs operate with unstable funding cycles and limited reach.
We will increase sustained state funding for grassroots violence intervention organizations so prevention, not punishment, leads public safety strategy.
Increase Violence Intervention Nonprofit Presence
Reports of unsafe living conditions, inadequate medical care, and lack of transparency within correctional facilities continue to surface. Oversight mechanisms remain limited and reactive.
We will establish stronger independent inspection and accountability standards within DOCCS facilities to ensure humane treatment and constitutional rights for incarcerated individuals.
